In fact. there are many Haitians right now that would risk leaving the country if they could. Those in the countryside fear being apprehended during the difficult voyage to the port cities where they could depart. Others do not have the money to pay the high price for a spot on those overcrowded boats. The military has cracked down upon the port cities attempting to prevent people from leaving. This crackdown can explain the decreasing numbers of refugees being picked up. not the repatriation policy. Haitians do not need a magnet effect to provide incentive to leave Haiti. The incentive is already there in the form of political repression and persecution.
