Mr. Chairman. I yield myself such time as I may consume. Mr. Chairman. the seriousness of this matter of life and death collides with our immigration policy. and we are acting in the absence of the executive branch declaring an emergency that would allow a safe haven. as they have done over the last 32 years in 20 different instances. The forced repatriation of Haitians is no different from those other 20 cases. We have now the weight of what this country stands for. Is this a nation of fairness or not? Is this a matter of the poorest country in our hemisphere being denied the basic rights under the existing law as no one else has been denied?
