Mr. Chairman. I rise in support of this amendment and this bill and commend the chairman and the gentleman from Michigan and all those who have worked so hard and passionately on this piece of legislation. Mr. Chairman. the Bush administration says we should force Haitian refugees back to their homeland because theres no proof they will be mistreated. No evidence. the State Department says. But the administration does not tell us why they have not been able to gather any evidence. Its because the level ol violence and repression In Haiti Is so great that most of the United States Embassy staff left the country.
