I rise today in support of H.R. 3844 and to express my appreciation to the chairman of the Immigration and International Law Subcommittee. ROMANO MAZZOLI. for his leadership on this issue. Chairman MAZZOLI has worked hard to craft a responsible approach to a problem that offers no easy answers.
