The Embassy has personally examined many cases. Including those involving the socalled "doublebackets." Haitians who were repatriated in November and fled again claimIng persecution. Their stories have not checked out. I urge my colleagues to consider one fundamental fact: Just as the State Department has no evidence of reprisals against repatriates. neither do any of the human rights or refugee advocacy groups. Yet we do not criticize the positions taken by many of these groups despite their lack of evidence. The facts show that many of the Haitians are more concerned with getting to the United States than they are with staying out of Haiti.
