Earlier this week. I held an open forum in my congressional district. and members of the Haitian community came forward to express their concern about the fate of their loved ones caught up in the political upheaval in their homeland. How can I explain to Haitians living in my community that our Government simply applies a different standard to the Haitian people than to all other refugees? Mr. Chairman. today Congress has an opportunity to send the administration a message: We do not accept this "double standard" which imposes suffering on the people of Haiti and hurts the cause of democracy.
