I urge support for this legislation. Let me say first. Mr. Chairman. that 55 years ago there was a boat named the St. Louis off the shores of Cuba. ironically. There were hundreds of people on that boat. They asked for the same thing that these people are asking for today. not a handout. not a green card. not citizenship. just a place to stay while the trouble in their homeland subsided. They were sent home. many to their deaths. and America should not repeat that sad story. The bill that has been crafted by the distinguished subcommittee chairman is a very narrow bill.
