When our country took action unilaterally to weaken our sanctions against the military government. the illegitimate government now in control in Haiti. and when we began to send back the people who fled that country. I think we sent a message that really does not reflect what most Americans believe our foreign policy should be about. I do not think any of us have constituencies that welcome additional immigrants. legal or Illegal. frankly. at this point in our history. during a recession. Certainly Americans. however. have to think back to the 1930s when Jews were fleeing Europe. and we were in a depression. It was so easy then for us to say "We simply have no room.
