Senator ROBERT PACKWOOD. was a featured speaker at this plenary session which was the first ever held in his State. Friends among the delegates from New York State reported the depth of the Oregonian hospitality and the quality of careful discussion that characterized this gathering. I thought the Members of the Senate would be interested in the plenary sessions thoughtful statement on this pressing question on loan guarantees to assist Israel in the absorption of recent immigrants from the former Soviet Union and Ethiopia. The member agencies of NJCRAC have many different views on most policy questions. particularly as they relate to the territories that came under Israeli control during the June 1967 war. Yet they speak with one voice in support of the humanitarian need for these loan guarantees and call upon "our Government and the Government of Israel to reach an agreement. in the context of shared interests. they will enable the necessary legislation to be enacted expeditiously by Cougress."
