I represent in the 12th Congressional District of New York one of the largest groups of Haitians outside of Haiti. There is only one other community in the United States which is larger than the HaitianAmerican community in my district. and that is the HaitianAmerican community in Miami. I represent a large number. and I would like for them to know that there are a number of very important points here that need to be clarified. No. 1. it was not the Supreme Court of the United States that ordered that Haitians should be deported from Guantanamo to Haiti. That is not what the Supreme Court decided. The Supreme Court is not !ii the business of implementing policy.
