Mr. Speaker. I rise today to discuss the critical situation of the people from Haiti and in particular this administrations radical shift in its human rights policy due to the influx of refugees who have come from Haiti. JeanBertrand Aristide. the populist priest. was elected president in 1990 in Haitis first free election. All over the world we have called for democracy. We have said to nations that if they practice democracy. we are willing to support them and their people. He was ousted in a military coup last September. and now it seems that we have looked at this democracy and determined primarily on the basis of the color of its people that they do not deserve the rights that other nations have been able to gain here in America.
