The sparrow here is not allowing the Haitians to be sent back to Haiti at this time. but to give them 6 months. and maybe less. because many. many interesting things are occurring under the aegis of the OAS and with President Aristide. But for 6 months those ought not to be sent back who are now in Guantanamo as of February So that is all this is. It is a nonrepatriation bill. It is not an immigration bill. It does not confer refugee status on anyone. It does not give them any rights of any kind except to be treated as human beings. which I hope we are generous enough to do. It is only that.
