President. two Haitians at Guantanamo Bay had medical emergencies which required immediate and expert attention not available at the naval base. They were brought to Miami for treatment. Miami has among the best medical professionals in the world. I am proud and pleased that we were able to provide treatment for those two seriously ill individuals. However. the responsibility for paying for that treatment lies squargly with the Immigration and Naturalization Service. Yet in one of the boldest examples of sidestepping their responsibility. INS paroled those people from their custody so that they would not be legally responsible for their care.
