Mr. Doherty fled. and he was convicted in absentia for murder and sentenced to life in prison. He entered this country in 1982 and was found by INS in June 1983 and arrested. and INS commenced deportation proceedings. He petitioned for political asylum under the Refugee Act of 1980. That petition started a very long proceeding. Mr. President. where at this juncture Mr. Doherty has been ordered deported United States of America after a complex series of litigation proceedings resulting in a decision by the U.S. Supreme Court. But as of this time he has never received a hearing on his request for political asylum. and he has been imprisoned in this country since 1983.
