Mr. President. I rise today to introduce two private immigration relief bills. Private immigration relief legislation is. by definition. the last recourse immigrants have to appeal Immigration and Naturalization Service decisions. Legislation should be initiated only after careful thought and for truly meritorious cases. The cases of Rolando and Amelia Degracia and Celestina Mass fit this bill. Rolando and Amelia Degracia are citizens of the Philippines. Rolando was born in the Philippines on November 18. 1947. Amelia was born in the Philippines on October 11. 1949. In March 1983. Mr. Degracia entered the United States to attend military training at Fort Eustis.
