Session #102 · 1991–93

Speech #1020129217

If the President of the United States and the administration were afraid to open the floodgates and have too many refugees come. they could have clearly kept the refugees until democracy was restored in Haiti. as it surely will be. or the refugees who have been in Guantanamo for many. many months could have been allowed to come to the United States with the signal that no one else would have been allowed to come right away. This Congress cannot sit idly by and allow these people to be sent back to persecution. Mr.
