President. during the congressional recess an extraordinarily important conference was held in Genevathe 63d session of the Council of the International Organization for Migration [IOM]. Today global migration is being recognized as one of the major international issues before the world community. The movements of peoplemigrants. refugees. workers. famine and disaster victimsare visible in every region of the world. and they increasingly pose serious humanitarian. legal. and foreign policy problems. Playing a crucial role In this emerging issue is the International Organization for Migration. which last year celebrated its 40th anniversary. Over these many years. the United States has played an active and constructive role in the work of IOM. and I am pleased the administration continues to do so.
