It would create an ROTCstyle program to encourage students to serve as police officers. and authorize hundreds of new FBI. DEA. Border Patrol agents. and U.S. attorneys to combat crime and drug trafficking. In terms of reducing the ability of criminals to abuse the legal process. the bill would codify current rules as annunciated by the Supreme Court to provide for a good faith exception to the exclusionary rule in cases where a search is conducted pursuant to a warrant which later proves defective. In addition. it would limit the number of habeas corpus petitions a death row inmate could file to one. and require that such petition be filed within 1 year.
