By passing this conference report with a twothirds majority. we will help the President press these important principles with the Government of the Peoples Republic of China. Nearly 2 decades ago. I voted for the JacksonVanik Amendment. As my colleagues know. this amendment conditioned the extension of MFN to the Soviet Union on the Soviets emigration policies. Today. Mr. Speaker. we can point to a changed Soviet Union. It can no longer be viewed as the evil empire. It has changed its emigration policies. and while minorities still face an uncertain future. the historic JacksonVanik Amendment has been waived. The Soviet Union has changed. Sadly. the situation In China has deteriorated.
