Mr. Speaker. as we try to decide today whether or not we have a sufficient amount of votes to extend the death penalty for 50 additional Federal crimes. which would include Indians and other people in this country. I would want to share the thought that. if we walk away from this Congress and do nothing about the Haitian refugees. that indirectly we may be responsible for the lives of many poor people that will be directed back to Haiti. The only thing that prevents these refugees from returning is that a Federal court order out of Miami restrains the administration from sending the Haitians back to Haiti where many would face certain death. Mr. Speaker. the Committee on the Judiciary is now considering a Mazzoli bill that would codify the law and encourage other countries to take these people. but says. "any place but Haiti." Religious leaders around the country.
