We got compromise. That is the reason we are able to take quick action on this legislation so that it may be sent to the President and signed into law before the end of this year. Specifically. title II does the following: Repeals the 25.000 ceiling on "0" and "P" visas. and requires the General Accounting Office to conduct an investigation on the impact of the "0" and "P" visa procedures on the American labor force and the ability of American artists to obtain similar visas abroad. amends the arbitrary 1year association requirement for P1 applicants by exempting 25 percent of the performers and entertainers in the group seeking entry. eliminates the 3 month outofcountry rule for P2 and P3 nomimmigrants. clarifies the definition of "0" nonimmigrants with extraordinary ability in the arts to mean "distinction." and amends the consultation requirement that gives labor organizations an opportunity to submit an advisory opinion on possible "0" and "P" applicants. but reaffirms that the Attorney General maintains full discretion to deny or accept a nonimmigrant application. Mr. President. we cannot ignore the tremendous contributions made by the arts and entertainment industry to our national economy and cultural diversity.
