During the 1990s. Californias population is projected to grow by 6.3 million people. Fiftyfive percent of that growth will be internal. 44 percent will be from foreign immigration. and 1 percent from domestic migration. Fortyfour percent--that gets me to one of the Federal mandates in California. You will recall. Mr. President. that it was not long agoas a matter of fact. 1986that Congress passed the Immigration Reform and Control Act. A component of that was to say "We will grant amnesty to illegal aliens who may be residing in your State. But we are going to pay you for the services that they require. whether it be education. whether it be medical coststhose social costs to your State. we will reimburse." That was the bargain. That was the agreement.
