Across the State of Washington. community health care clinics will provide approximately 400.000 medical and dental treatments. Since the number of unemployed people in the United States continues to rise. increasing the number of people without employee health care insurance. these clinics are essential for serving this atrisk population. The bill I am introducing today addresses this area of neglect by Increasing this countrys Investment In migrant. community. and homeless health care programs. Beginning in fiscal year 1992. each of these health care programs would receive an annual increase In funding of 20 percent. Similar Increases would continue through fiscal years 1993. 1994. 1995. and 1996. until funding for these programs are double their current level. There is legislation in the other body that Is similar. but it does not provide any increase for migrant nor health care for the homeless. Since community health. migrant health. and health care for the homeless work In a complementary fashion. it Is vital to focus attention on all three of the programs. when considering Improvements In delivering primary health care services. Children from lowincome families would obviously be the greatest beneficiaries of this legislation. About onethird of those served by these clinics are chldren under the age of 14. and more than onefourth are women of childbearing age.
