Mr. Speaker. if the gentleman will yield. I am glad to know that there is more support for our proposal than I have heard in the Congress. I know of members of the Congressional Black Caucus. and I know of several Members on the Subcommittee on Immigration that do more than give lipservice to the return of President Aristide. But there is a difference between hoping that and accomplishing that President Aristide be returned and taking the definitive action that will ensure his return. Now I am not talking about a theoretical change of heart from the Junta. I am talking about the Junta getting a message.
