There are other considerations that are very important. I would like to suggest them to the gentleman from New York and to the subcommittee chairman. the gentleman from Kentucky who is also on the floor. First. staying the deportation of Haitians who are currently under orders to be deported from the United States. Second. processing refugee applications in Haiti. Third. granting temporary protected status to Haitians in the United States. Fourth. processing all Haitians interdicted at sea as asylum claimants. Now. the reality of the legislative process is that there is a great likelihood that in the next few days. the Congress will have concluded its work and the gentlemans measure that he hopes to bring before this body. and my own measure. which would not have a date. but would limit the entry of granting asylum to claimants. would probably not be able to go into effect. So I come here with the suggestion that an emergency of this kind requires a response that mots the emergency.
