Leningrad. Kiev. and other cities. where they heard directly from the victims of official Soviet prejudice and bureaucratic arbitrariness who were denied the basic human right of freedom of movement. But the situation in the U.S.S.R. has changed radically: Almost all of the barriers to emigration have been lifted. Since 1985. nearly 1 million people have left the Soviet Union. This figure includes over 400.000 Jews. and the rate of Jewish emigration continues at record levels. In May 1991. the U.S.S.R. Supreme Soviet. in milestone legislation. passed a law on exit and entry that secured the right of Soviet citizens to leave the country.
