For over 17 years MFN for the Soviet Union has been conditioned under the JacksonVanik amendment. and while immigration is now open there. it is under different conditions in some cases. and there are real problems with antiSemitism in the Soviet Union today. There is no question that the cold war is over. but the Soviet Union still has much to do to change. and the primary issue. as my colleague from California pointed out. is who is the Soviet Union today? With whom should there be MFN?
