These restrictions have deterred many from emigrating. despite their desire to be reunited with relatives In the United States. Those who remain trapped in Syria are carefully monitored by the state. The Syrian secret police keep files on all Jews. and the Jewish quarter of Damascus is under 24hour surveillance. Mail is opened and phones are wiretapped. To discourage the accumulation of money which might make emigration possible. the secret police must approve all property purchases and sales by Jews. Jews are also prevented from instructing their children In Judaism. Elementary schools are supervised by Muslims. and Hebrew instruction is forbidden.
