He has been a permanent resident of the United States since April 18. 1980. Unfortunately. Michael has Downs syndrome. Despite his handicap. Michael strongly desires to become a citizen of this great Nation. His parents and brothers are naturalized citizens. They are all hardworking. responsible residents of San Diego who contribute to this country and would like to see Michael join them as full citizens. Michael has taken the naturalization exam six times since 1985. but because of his condition. he has been unable to complete the history and government portion of the exam. Despite his inability to meet this requirement. Michael understands the concept of citizenship and wants to achieve this goal.
