If the Haitian refugees are forced to return to the hands of a brutal military regime. their dream of freedom will become their nightmare of repression. Returning Vietnamese. Russian Jews. Cubans. Nicaraguans. and others back to the repressive countries from which they were fleeing would have been unthinkable.
