So today I am introducing legislation to create State Care which I hope will be seen as a fresh idea in the debate. It recognizes that there are no magic solutions to the health care crisis. and the premise of it is simple. It makes sense to test ideas on the State level before making national policy. What might work and be needed in our own State of Vermont might not work in the State of Texas with its large migrant worker population. or in the States of Nevada or Montana. California. and Illinois. Each of us have special problems that we can deal with on our local level.
