It Is one of the most memorabls moments In the life of a citizen. Unfortunately. the immigration bill enacted In the last Congress cast a dark shadow over these moving ceremonies. The complexities of modern life gave rise to a situation where the stately and very personalized process of naturalization caused too many bureaucratic difficulties for the INS. The response to this situation was a provision in last years Immigration reform bill which made naturalization an administrative procedure. While that move made bureaucratic sense to the INS. it sacrificed something special. An enduring moment was supplanted by a sterile action of the Federal bureaucracy.
