I would like to salute the gentleman from Kentucky for drafting this legislation and for bringing It to the floor. Mr. Speaker. sometimes. despite our best intentions. Congress passes laws which have unintended and unfortunate consequences. This was the case with the Immigration bill Congress passed In 1990. On the surface. the move toward administrative naturalization Included In the 1990 Immigration Act made sense. It was enacted In response to perceived delays In naturalization caused by a heavy workload In the courts. This shift to administrative naturalization. however. had some unintended consequences. The simple. dignified citizenship ceremony. administered by a judge. had been replaced by a bureaucratic procedure. Becoming an American citizen is a momentous occaslor.
