Session #102 · 1991–93

Speech #1020100598

But. sadly and predictably. the spirit of this bill got lost. Instead of targetting funds to where theyre urgently needed. we wound up with the proverbial Christmas tree bill. with all the trimmings. Not only does the current bill not include the refugee assistance money desperately needed to help Florida cope with the disproportionate flow of immigrants. but it is bloated with unrequested funds for agricultural disaster relief. additional FEMA money. andthe star on the Christmas treea completely unrelated provision dealing with Presidential campaign funding. Hardly In emergency In the eyes of most Americansl The problem Is that the dire emergency label has become diluted to the point where it Includes just about anything. If it Is decided that there are programs worth paying for. lets live up to some level of fiscal responsibility and make the necessary cuts to pay for them.
