Security Council to take the appropriate measures under international law to respond to Baghdads belligerent attitude. However. the U.N. systems response to the humanitarian disasters emanating from the gulf crisis was simply not of the same degree as the U.N.s successful efforts to thwart Saddams aggression. Bureaucratic tension among various U.N. agencies. an inconsistent response from major donors to fund U.N. relief operations. and an ambiguous chain of command within the international organizations system caused needless delays in facilitating critically important foodstuffs and medicines for countless thousands of refugees. displaced persons. and others suffering from the ravages of war. These shortcomings can only be rectified by the member states of the United Nations and any reforms must be initiated by them. With the end of the cold war and the upcoming selection of a new Secretary General. the United States is in an excellent position to take the lead in addressing this problem.
