The purpose of this bill is to establish a legal framework for our relations with Hong Kong after Juno 30. 1997. and to encourage additional official and private contacts before and after that time. It is important that we take this action now. to demonstrate a serious U.S. interest in the future of Hong Kong and its people. Hong Kong is a unique legal entity and requires and deserves a comprehensive U.S. policy which takes that fact into account. We have already taken some partial steps. including the provisions of the 1990 Immigration and Nationality Act relating to Hong Kong. On September 27. the Senate also adopted Senate. Resolution 182. introduced by Senator MCCONNELL and me which commended Hong Kong on the holding of its firstever direct elections.
