Mr. Speaker. today I am reIntroducing legislation which would relax certain naturalization requirements for Hmong veterans who served alongside United States forces In the Vietnam war. The Hmong Veterans Naturalization Act of 1991 recognizes the significant sacrifice made by thousands of Hmong and other Laotian highland groups who served In special guerrilla units In the Vietnam war from 1960 to 1975. These forces were recruited and trained by the Central Intelligence Agency and bore the brunt of fighting against the North Vietnamese and Pathet Lao forces. Although they were never inducted into the U.S. Army. these units were created. controlled and funded by the Defense Department through the CIA.
