This act authorizes the payment of claims filed by persons against the Government for health effects associated with radiation fallout from openair nuclear testing and radiation mining during the 1950s through 1970s in the southwest. Funding to pay claims that mighc be filed are being sought in the defense appropriations bill. This conference report also includes necessary funding for the National Commission on Agricultural Workers. established in the 1986 Immigration Reform and Control Act. Mr. President. the work of this commission is vital to addressing serious and ongoing crisis in the availability of a sufficient agriculture labor force. New Mexico Farmers have had an increasingly difficult time getting sufficient workers to harvest the annual chile crop. New Mexicos largest agricultural crop. since the enactment of the 1986 immigration reform bill. Approval of funding for the National Commission on Agricultural Workers will adequately support the Commissions congressional mandate. allowing a thorough assessment of the agricultural labor situation in New Mexico and other States.
