Let me remind my colleagues that this is a humanitarian task. a task which is in the best traditions of America from the Declaration of Independence to today. As unrest and uncertainty spread to the Soviet Union. we find ourselves working against the clock to get these people out. There are reports that some Republics are already beginning to throw obstacles in the way of those wanting to emigrate. There is concern that. as the control of the central government is lifted. those enclaves of minority populations within certain Republics may become more vulnerable. more exposed to attack. more subject to antiSemitism. It is for those reasons.
