I said they gave up Suez three times. the Sinai Desert four times between 1937 and 1947 with different partition plans which they would not have gotten Jerusalem and would not have gotten the West Bank and would not have gotten the Negev. They said we will accept it. They got turned down by the Arabs every time. So now we come to this year and this issue and the issue of whether this Senate should authorize the United States to guarantee Israels bonds so that they can settle principally Russian Jewish immigrants. We are all but saying we are not going to do it if you are going to settle in the West Bank. I would make this argument: Today it is all right for a Frenchman to buy land in the West Bank and live there.
