Mr. President. I thank the Chair and my good friend from Wisconsin. I very strongly support the loan guarantees for the resettlement of refugees in Israel. I want to divide the reasons for my support into two. if I might. One. let us take the straight out cost factor. This is not going to cost the United States anything. We are guaranteeing a loan to Israel. Israel has never reneged on any of its debt. This is not some bandit country. some country whose creditworthiness everybody questions. and any time you give them a loan guarantee. you might as well be giving them a grant.
