The agreement provides funds which will be available until expended for an enhancement of the DTS. However. these funds are embargoed until such time as the DTSPO is formed. actually begins to function and reports back to the Congress with a consolidation plan and common architecture in accordance with the reprogramming procedures of the Committees. The conferees are agreed that the Department of State should comply with the policy regarding immigration preinspection as stated In this Joint Statement under Amendment No. 35. Amendment No. 136: Provides that up to 3700.000 shall be available for certain registration fees collected pursuant to section 38 of the Arms Export Control Act as proposed by the Senate instead of $523.000 for this purpose as proposed by the House.
