Even though this responsibility exists--one which the two prominent leaders in the Senate on immigration policy recognizetime after time we see the Federal Government backing out on the partnerships it has forged with the Sates to cover the costs of immigration. I stood before the Senate just a week ago to call my colleagues attention to the $1.12 billion still owed to States impacted by the amnesty program Congress enacted in 1986. No money was included in the fiscal year 1992 LaborHHS bill for this program. Congress has unilaterally chosen to walk away from the table and leave the States with the bill for the SLIAG Program.
