Mr. President. I support this package of amendments to S. 296. legislation to provide immigrant status to foreign nationals who have enlisted and servedor promised to serve12 years in the U.S. Navy. Let me explain the purpose of these amendments. First. some needed technical changes to S. 296 are made. as suggested by the State Department and Immigration Service. Second. certain urgent technical amendments to the Immigration Act of 1990 are included. so that the appropriate agencies may administer this act with maximum efficiency when it takes effecton October 1. 1991. Finally. the "0" and "F" visa categories--for foreign artists. entertainers. and athletes--are suspended for 6 months. until April 1. 1992. so that needed changes to the substance of those rules may be worked out by interested Members of the House and Senate. I thank the chairman of the Immnigration Subcommittee. Senator KENNEDY. for his cooperation and assistance. and I commend these amendments to my colleagues.
