In my view. employer sanctions simply are not worth the price in increased employment discrimination and increased burdens on business. Halfhearted measures. such as underfunded and shortlived employer education efforts. are totally inadequate to avert these consequences. The search for the Holy Grail of a single identification document is doomed to be costly. lengthy. and futile. Similarly. the BandAid approach of expanding antidiscrimination requirements. penalties. and resources will never catch up to all of the sanctionsdriven discriminationonly eliminating the source of the discrimination itself will solve the problem. A different approach should be used to control illegal immigration without the negative consequences of sanctions. Accordingly. I am introducing legislation today that will: First. repeal employer sanctions in IRCA.
