Israels resettlement efforts deserve American support. However. the United States has a moral responsibility to assist Israel with these efforts. It was an inflexible United States foreign policy. which I strongly supported over the years. to pressure the Soviet Union on its emigration policies that is largely responsible for the current exodus. Assisting Israel with loan guarantees for new housing and basic refugee assistance seems to me to be the very least the United States can do. It is my strong belief that the President has wrongly tried to link the issue of absorption loan guarantees to the holding of a Middle East peace conference. Israel initially sought these loan guarantees in the spring in the wake of the Persian Gulf war when there was a great deal of sympathy for Israel.
