Based on higher rates of unemployment in some States. the number of weeks of supplemental benefits are greater (up to 20 weeks) if the unemployment rate is higher. Unlike the previous bill. however. the President cannot approve the legislation and then refuse to fund it. If the President approves this measure. benefits will be payable. Mr. Chairman. the United States helps its neighbors In need. even if that means declarIng a budget emergency. Among those we have helped so far this year are the Kurdish refugees in Iraq and the disasterstricken nation of Bangladesh. Both of these acts were approved by the President. But the neighbors in need I speak of today are not overseas. they are your nextdoor neighbors.
