Approval of loan guarantees to assist with the absorption of Soviet emigres is a humanitarian issue. not a political issue. and should not be linked in any way to the peace process. For decades the United States has led the world in appealing for freedom for movement. for freedom for exit by Soviet Jews. Not only did we support Soviet Jewish emigration. but we encouraged refugees to go to Israel by essentially limiting their access to our country. And now we ought to step up and meet our moral and humanitarian commitments. As promising as developments are in the Soviet Union. we are entering a period of political and economic uncertainty. which has always been a problem for the Jews in that part of the world.
