Mr. President. it is my purpose today not to offer an amendment but rather to put into historical and political perspective an issue within this legislation having to do with the Federal Governments commitment to assist States in the cost of the transition of large numbers of formerly illegal entrants into a naturalized U.S. citizen or permanent resident. The history of this goes back into the early 1980s. There were a series of commissions which focused on the breakdown in Americas immigration law. Identified was the fact that we had an unknown number but estimated in the ranges of 3 to 6 million illegal entrants within the United States. most of them having been drawn by the economic magnet of America. some for political reasons. There were efforts made in the early and mid1980s to deal with this issue.
