Mr. President. if we get nothing out of this debate. the distinguished Senator from California should understand that this is not a State concern. this is a national concern. the matter of immigration. I was around here 20 years ago. I think it was General Chapman who said let us take that lattice work we used to put on temporary runways during the war and Just erect it in a standing fashion and just put a Maginot Line all the way. 2.000 miles. across the Rio Grande. We have been working on this one. It is a never ending problem. It is a problem of immigrants coming all the way up. not just to those States. but coming all over the United States. But it is a matter of national concern and has been treated as such and has not been given casual care because we have just a few Senators from the border. That is not the case whatsoever.
